EMO Health’s staff is embedded across all BSAS regions, bringing hands-on technical assistance, compliance expertise, and ongoing education directly to treatment programs. By supporting more than 6,500 beds statewide, we help facilities maintain the highest standards of care, ensure staff are confident and prepared, and ultimately improve recovery outcomes for patients.

  • At no cost to providers, EMO Health delivers tailored support to every BSAS-contracted residential treatment facility. From technical assistance and training to on-site consultations, we ensure that programs operate smoothly, meet compliance requirements, and deliver consistent, high-quality care to patients across Massachusetts.

2025 by the Numbers

2025 was a landmark year for EMO Health. Through our partnerships with BSAS facilities across Massachusetts, we expanded our reach to every region of the state, strengthened support for more patients, and equipped thousands of staff with the tools and training they need to provide high-quality care. By keeping our services free of charge to facilities, we ensured that resources were directed where they matter most, improving patient outcomes and advancing recovery.

Best Practices in Healthcare and Pharmacy

Drawing from national standards, EMO Health delivers education rooted in evidence-based practices. These include strategies for improving inventory accuracy, minimizing diversion risk, and ensuring resident-centered medication adherence.

Facility-Specific Audit Feedback

Each engagement begins with a review of MOR audit findings to identify facility-specific trends, such as frequent transcription issues, undocumented medications, or supply discrepancies. Trainings are then tailored to directly address these deficiencies.

Regulatory and Legal Education

Staff are trained on relevant federal and Massachusetts state regulations—including controlled substance handling, medication disposal requirements, and documentation standards—ensuring facilities meet BSAS compliance expectations and reduce regulatory risk.

Ongoing Clinical Consultations

Facilities receive continued support through follow-up consultations to reinforce learning, clarify regulations, and update practices as needed.

Technical Assistance Needed per Region

EMO Health provided a total of 720 discrete Technical Assistance Benefits to programs statewide. These benefits included activities such as policy implementation, workflow redesign, documentation system overhauls, and environmental or storage space optimization.

Facility program evaluations increased 166% from FY24.

Medication Therapy Management (MTM)

The Medication Therapy Management (MTM) initiative was designed to strengthen medication safety, adherence, and optimization across BSAS programs by directly engaging facilities in comprehensive reviews of their prescribing and administration practices. Through targeted technical assistance, EMO Health partnered with staff to identify and resolve medication-related issues, enhance accuracy in documentation, and promote best practices for resident-centered care. The initiative not only provided real-time support to facilities but also built long-term capacity by equipping staff with practical tools to monitor outcomes, reduce risks such as diversion or duplication, and ensure consistent alignment with clinical and regulatory standards. This work directly supported improved health outcomes for residents while advancing system-wide improvements in medication management.
